This is the second part of Garga Samhita Canto 7 (Chapters 10-16) written by Sri Garga Muni. He is recognized as highly elevated in austerity and penance. He lived at the time of Lord Krsna’s appearance on earth and was the family priest of the Yadu dynasty. He was not only an ordinary person as seen by material senses, he was also a great authority in the knowledge of astrology.
